Wyoming ChronicleWyoming ChronicleWyoming Prison Reforms![]() Second Wind Project Nationally, over seventy percent of young persons involved in the juvenile justice system, who do not receive intervention, will most likely end up as adult offenders, according to Lynne McAuliffe, Program Director of the Second Wind Project and Dean for Workforce and Community Education at Central Wyoming College. The Second Wind Project is new comprehensive program aimed at helping young adults, between 18 and 21 years of age who have been in the juvenile justice system in Wyoming succeed in life and avoid entering the criminal justice system as adults. Targeted to begin early 2013, the program will be located on the Riverton and Lander campuses of Central Wyoming College. The Second Wind Project will provide vocational skills training, life skills development and counseling.
